
Centre for the Advancement of Research and Development in Educational - Technology (CARDET)
CARDET is one of the leading research and development centers in the Euro-Mediterranean region with global expertise in research in education. CARDET is the delegated authority of the Cyprus Ministry of Education and Culture, Cyprus Pedagogical Institute (CPI), to be the project coordinator facilitating the preparation and execution of partnership agreement and ensuring consensus among partners about financial, operational and project management issues. The center’s mission is to inspire next generation education, and promote research, innovation and development through evidence-based practices, cutting-edge research, and empowered people. CARDET brings together an international team of passionate professionals with global expertise in literacies, reading promotion, vocational training, e-learning, and evaluation.

Cyprus Pedagogical Institute (CPI; Paidagogiko Instituto Kyprou)
The Cyprus Pedagogical Institute was founded in 1972 by a decision of the Council of Ministers and started operating in 1973 aiming at becoming “..a centre where the profession itself undertakes a critique of its activities, and where cooperative work is done by educators at all levels of seniority in the system, whether they are engaged in class teaching, in teacher training, in supervisory roles or in educational administration.” (Weddell, UNESCO report 1971, p. 14, §3.9)
The vision of the Cyprus Pedagogical Institute is the continuous professional learning of the teachers at all levels as well as the substantial contribution to the planning and implementation of educational policy, taking into consideration the literature and research and the priorities set by the Ministry of Education and Culture, in order to improve the quality of the educational system.
The mission of the Cyprus Pedagogical Institute is the design and implementation of continuous professional learning of teachers at all levels, the setting of framework for the teacher competences and the promotion of horizontal issues of educational priority, improving the content and effectiveness of the education provided in accordance with the wider international, European and local context. CPI is the high-level public authority responsible for collaborating with CARDET to conduct field trials.

University of Jyvaskyla (JYU; JYVASKYLAN YLIOPISTO)
The University of Jyväskylä (JYU) (http://www.jyu.fi) is an internationally renowned research university and an expert in education that focuses on human and natural sciences. The University is strongly linked to top national and international research, business and innovation communities. JYU has 15 000 students. Including adult education the total number is 40 000 students. The number of personnel is 2 500. University has extensive research experience on inclusive education and organizing behavioural supports for children in schools. Additionally, University has been active in development projects of inclusive education in countries such as Ethiopia, Zambia, Tanzania, Bosnia and Herzegovina, Montenegro and Kosovo.
University of Jyvaskyla will serve as the researcher organization in the project.

Kontiolahden kunta
The Kontiolahden municipality is one of the leaders in SWPBIS implementation in Finland. Kontiolahti was involved in the ProKoulu SWPBIS program with all of its ten primary schools. The municipality of Kontiolahti is in charge of organizing all education in the area. The Kontiolahden municipality will work with the University of Jyvaskylä to design and implement Tiers 2 and 3 systems of support to target schools.

City of Varkaus
The City of Varkaus has implemented and developed theoretically sound and evidence-based methods aimed at encouraging good behaviour among students (Tier 1), solving minor behavioural or attention problems (Tier 2) and responding to severe behavioural and emotional problems (Tier 3) in a Finnish primary education context. They have developed multi-professional student welfare care by developing together with professionals from social and health sector a co-operation model for the care. Through this model the ProVarkaus2 project has supported the finding of new ways of collaboration between the service sectors. The City of Varkaus will work with the University of Jyvaskyla to design and implement Tiers 2 and 3 systems of support to target schools.

LAPPEENRANNAN KAUPUNKI
Lappeenrannan Kaupunki is a Finnish public authority actively engaged in research-based development with the University of Jyväskylä and implement this Finnish SWPBIS model further for all schools in Lappeenranta City. The Lappeenranta municipality will work with the University of Jyvaskyla to design and implement Tiers 2 and 3 systems of support to target schools.

Aristotelio Panepistimio Thessalonikis (AUTH)
Aristotle University of Thessaloniki (AUTH) is the largest public university in Greece. It comprises 7 Faculties organized into 33 Schools, 5 faculties with only 1 school each, as well as 4 independent Schools (a total of 42 Schools). AUTH has extended experience in European-funded projects and is currently running more than 20 European-funded research projects (e.g. Horizon, Erasmus+ KA2, KA3) regarding higher education, adult education, the usage of MOOCs, e-learning, virtual learning environments and distant training. The staff that will participate in the project from AUTH (from the School of Early Childhood Education) have great expertise regarding professional development, teachers’ training, classroom management and positive classroom behaviour support. In addition, they have extended experience in designing and implementing interventions in school units and have participated in several European-funded projects in the past. AUTH will be responsible for leading WP9 (Sustainability & Scalability) and co-leading WP5 (Evaluation), WP6 (Dissemination, Exploitation, and Communication) and WP8 (Quality Assurance).

KMAKEDPDE (Perifereiaki Diefthinsi Protovathmias & Defterovathmias Ekpaidefsis Kentrikis Makedonias)
Perifereiaki Diefthinsi Protovathmias & Defterovathmias Ekpaidefsis Kentrikis Makedonias (KMAKEDPDE) is a regional education authority under the Ministry of Education. It is autonomous in directing, implementing educational policy and linking local agents to central services and organizations, as well as supporting the administration and supervision of specific decentralized services in their area, and the coordination of local Educational Consultants. KMAKEDPDE will be responsible for implementing field trials of policy experimentation in collaboration with AUTH.

University of Pitesti (UPIT; UNIVERSITATEA DIN PITESTI)
University of Piteşti (UPIT) is a state university, located in Pitesti (in the Southern part of Romania, at 120 kilometres from the capital Bucharest). It aims being a dynamic and efficient HE provider in the region. The academic staff of UPIT consists of a body of experts and professionals with accredited and recognised results. The University of Piteşti has specialised departments: “Muntenia” Training Center, Teaching Staff Training Department, Centre for Sustainable Development Projects, International Cooperation Center, Community Programme Office, various Research Centers, “Development of Systems and Software Applications” Center, Centre of Higher Education Quality Assurance, University of Piteşti Publishing House, University Library. UPIT will be responsible for leading WP8 (Quality Assurance) and co-leading WP5 (Evaluation), WP6 (Dissemination, Exploitation, and Communication) and WP9 (Sustainability and Scalability).

Inspectoratul Scolar Judetean Arges (ISJ Arges)
The Arges County School Inspectorate - ISJ Arges was established according to Law no.11/1968. It is a public institution, representative of the Ministry of National Education directly coordinated by this one, which makes sure that the European and national targets concerning education and professional training are fulfilled. The Arges County School Inspectorate represents a guarantee of the educational quality of the teachable ones, for a better employability on labour market. ISJ Arges will be responsible for implementing field trials of policy experiment in collaboration with the University of Pitesti.
